it is not a bug it is just that you can craft paper on any level
same with slabs and plates
but why include two options on the left? As i remember, bread only has one option.
some might maybe bread not being able to be crafted on all levels is a bug?
This definately isn't intended, as the 2 different recipes for making sticks are grouped together in one.
Do you have any datapacks enabled?
