MC-241599Mobs Spawn on Snow Layers
Was working on a glass surface that had some snow layers on it when I noticed some endermen spawning on them. I used a resource pack to see how many layers of snow were on the ground. It looks like the area only has 1 layer of snow. I included the screenshot.

Are you sure that the endermen didn't just tleport towards there?

If you can reproduce the issue in a vanilla environment, please recreate the issue.
