Also experiencing this. Believe this is also related to MC-2497, a flame particle bug. It's not really raining through layers, rather just the particles briefly appearing.
same here glitch events on rains and with torch flames (1.4.4 server survival)
Is this still an issue in 1.4.5?
No response on querry, assuming fixed.
I have seen the glitch actually, in 1.4.6, I haven't noticed it in the newest snapshot yet though.
