The Bug:
Players can only be reported using the reporting system if they're present within the world.
As a result of this issue, if a player were to, for example, promote/talk about pornography and then leave the world, other players would not be able to report them using the reporting system. This means that players can violate the Community Guidelines or the Xbox Community Standards and avoid punishment, by quickly leaving the world after sending their messages.
Steps to Reproduce:
- Join a multiplayer server or a LAN world.
- Have another player type some messages in the chat and leave the world.
- Attempt to report that player's messages by navigating to the social interactions menu.
- Take note of how there's no way to report this player.

The bug
Likely due to the fix of MC-253227, entities and other non-player message sources appear in the Social Interactions menu, allowing chat reports to be created for them. Ultimately, however, sending a chat report for one of these sources fails, because they are not players.
As in previous versions, only players would be expected to appear on the Social Interactions menu.
How to reproduce
- Join a world, and open it to LAN
- Spawn a creeper
- Run the following command:
/execute as @e[type=creeper,limit=1] run say 1.19 Release Candidate 1!
- Open the Social Interactions menu
The creeper is listed as an offline player
