MC-260409Cherry Grove biome is not in the #is_overworld biome tag
The biome tag #is_overworld contains every biome which generates in the overworld - exept the new cherry grove biome. But this tag should contain the cherry grove biome because it generats in the overworld
To confirm this, you only need to go in a cherry grove biome and execute the command /execute if biome ~ ~ ~ #minecraft:is_overworld. It says "Test faild"

The Cherry Grove Biome is not listed in BiomeTags.STRONGHOLD_BIASED_TO. This tag is used during Stronghold Generation to shift the location to specific biomes if they are in range. The other missing biomes in this list suggest that the main purpose is to shift the Stronghold away from water biomes onto land. Cherry Groves will likely have one of those biomes in their vicinity, which would lead to Strongholds not being able to generate in a Cherry Grove Biome.
This seems to be related to other times where Cherry Grove was not assigned to expected biome tags: MC-263202 / MC-260409 / MC-264948
