The Grove biome was always referred to as a mountain biome, the Cherry Grove biome was never referred to as a forest biome. I could be wrong, but I think this one is more likely not be WAI than MC-263202.
The Cherry Grove Biome is not listed in BiomeTags.STRONGHOLD_BIASED_TO. This tag is used during Stronghold Generation to shift the location to specific biomes if they are in range. The other missing biomes in this list suggest that the main purpose is to shift the Stronghold away from water biomes onto land. Cherry Groves will likely have one of those biomes in their vicinity, which would lead to Strongholds not being able to generate in a Cherry Grove Biome.
This seems to be related to other times where Cherry Grove was not assigned to expected biome tags: MC-263202 / MC-260409 / MC-264948

What is the problem with adding the cherry grove to multiple tags? Tags have no such limits

So, a cherry grove is not a forest, but a grove is? And in turn, a grove is not a mountain, but a cherry grove is? What's the logic here behind this WAI?
