MC-260783Azalea trees can be generated in two blocks of water

Found this error while travelling around my world. appears to be a misplace azalea tree. Spawned in the water and not on land. Usually I did not see azalea's in the water, but this was a first.
What I expected to happen was...:
Describe what you thought should happen here.
I was expecting the azalea tree to spawn over a Lush cave on land, not in the water. I believe this would make it harder for players (new and old) to explore the new caves.
What actually happened was...:

Bug is not made by a glitch, and from what I believe cannot be created by accident. It might happen when loading new 1.17 -1.19.3 chunks. (could be any version sinse they were added.) Once again, it appears be a terrain generation issue.
Steps to Reproduce (find):
2nd Option
- Open a new world in Minecraft 1.17- 1.19.3
- Generate new chunks
- explore until a lush cave is Generated.
- Look for Azalea trees that might have Generated badly.
Environment
Put your operating system (Windows 7, Windows XP, OSX) and Java version if you know it here
Operating system: Windows 10

After looking at the world, the azalea tree generated two blocks deep in the water. That is intended.
