The bug
Azalea trees can generate more than two blocks submerged in water. According to this comment by [Mojang] slicedlime, the maximum amount of water that an azalea tree should generate in is two blocks.

All azalea trees in the pictures have generated in two blocks of water, which is intended as per [Mojang] slicedlime's comment in MC-218592.
I saw it in 23w43a but should work on 1.20.2 too.
I was in spawn and then I saw 2 azalea trees which spawn near to a beach but they were in the water on sand blocks.
Not a dupe of MC-218592 beacuse I have the azalea 1 block deap in the ground.
World type: "Deafult" (probably you could see from the screenshots but I included it anyway)
No bounse chest.
Generate Structures on.

Data packs (e.g. expirimentals beacuse I only used expirimentals): Vanilla and Update 1.21

Although azalea trees generating in all biomes is intended per MC-238499, there are still certain places where they should not generate, such as underwater (MC-218592) and on icebergs (MC-239237). The latter was seemingly mostly fixed by preventing them from generating on any type of ice; however, they can still generate on the snow on top of icebergs, which does not seem intended.

TheBoy358 Please provide the seed the coordinates of the location. Keep in mind the Azalea must be fully submerged not in shallow water
The seed is -667656356887419648 and the coords are -2244 67 45722. I have attached them on the screen. The location I have find is that a azalea tree in water but not completly submerged.
This issue seems to have widened. Azalea no longer generate completely submerged - finding azalea in 2 blocks of water is expected and not a confirmation of this bug. Closing this - please re-open if you find a new repro of azalea generating in more than 2 blocks of water.
@[Mojang] slicedlime, I've found an azalea tree in three blocks of water, and have updated the description accordingly.
