I wasn't able to reproduce, this only seemed to occur when I click and exit at the same time which may work as intended.
The video appears to be modded (notice the connected grass).
As Invisible826 mentioned, is you're game modified/modded? If so, please disable any installed mods and data packs and try reproducing this once again.
The game in the instance of this video is modded, however this appears to happen in unmodded versions as well.

but this likely could be working as intended, since the only way to reproduce this bug is by clicking and exiting the inventory immediately leading to the item not being deleted. If this can be reproduced without having to click and exit directly, please attach another video to the report.

Stating why or how an issue occurs is not a valid reason for something to be working as intended. Please provide a direct source from Mojang, or more contextual reasoning.
Comments by Mojang employees, previously resolved issues, and release articles are the most substantial sources to claim behavior is working as intended. Ultimately, it's up to Mojang to observe the issue and determine if the behavior that leads to a certain result is intentional or not.

Thats not a bug you have to click once more and then the item will get deleted

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
