MC-31096Lakes generate in Mesa biomes
Ever since 13w17a lakes no longer generated in Deserts.
In 13w36a biomes were sorted into categories, Deserts and Mesa biomes were placed in the Hot category, but lakes will spawn in Mesas and not deserts.

The "no lakes" rule only affects Desert biomes. There's even a "Desert M" variant with lake generation enabled, so it's intended, not a bug.
ok put it this way, the 2 biomes are very similar, they are both hot biomes, also it makes no sense to have lakes in Mesas but not in Deserts, the fact that there is a variation is not relavent, its a variation not the proper biome
I see no problem with trees and water lakes existing on the flat top of Mesas, however they shouldn't generate on lower elevations.
Plenty of things make no sense in Minecraft.
yes but unless its a crash report you cn say that about most bugs in Minecraft, you cant just say, oh well MC makes no sense so we'll consider that a feature!

It's not even that absurd to have water lakes on the flat top of them. Many very large, real-life Table mountain / Mesa-like structures have water lakes scattered on their top.
yes but on MC terms, it is unusual for deserts (except Desert M) not to have lakes and Mesas to have lakes, by all means they should add a rare Mesa M, but thats for reddit/MC forums, not here
A "desert" is specifically described as a place with little rainfall. So it makes sense to not have pools of water.
A "mesa", on the other hand, is like "plateau" in that it's a description of land shapes, not weather patterns.
In fact most of the recognizable geography of your average "mesa" is from weathering and erosion.
