MC-56827Outer layer on skins does not appear
I spawned in a superflat world to look at my skin (provided in photos). I had all skin customization options on, but when I clicked F5, my outer layers did not appear.

Your skin doesn't have a second layer, use the reference skin
(from http://minecraft.gamepedia.com/Skin ) as a template.
New skins need 'PNG with Alpha channel'. can't use 'Transparent color PNG'.
You must save with option to Transparency as Alpha channel.
