Comparator looks activated but has no output.
If the comparator gets an input from a block, it looks activated (The torches burn) but it doesn't output anything. See the attached picture.

Actually, the comparator outputs a "weak" 0 length redstone signal.
Screenshots added.
Confirmed.
Edit: Don't know whether it should output weak or strong signal though.
This is most likely because the block does not exactly have strength. It is just powered or unpowered. Blocks should have signal strength information.
Fixed in 13w01b.
Wouldn't it make sense if a weak signal gets in that normally doesn't power redstone, the output must be a weak signal too? The comparator should output the same strength as the input
