Right clicking a hoe or a shovel on grass or dirt plays the wrong sound
When using a hoe to till dirt or grass, it plays the "dirt placed" sound instead of the till sound.
This also occurs when making path blocks. Using a shovel to smoothen a grass block, it plays the "grass placed."
Not sure if this is intended or not.

Added two new soundevents, item.hoe.till and item.shovel.flatten expect sounds to be arriving for them too in the future!
In the new snapshot, no sounds are played at all. You said expect sounds to be arriving in the future but there are already sounds from pre-1.9? Is this intended?
the sound events are added, the sounds themselves not yet, and they will in a while, the current behaviour is intended
