It is possible for flowers to spawn in caves underground if a dirt patch is near a pool of lava. The lava provides sufficient light levels for the flower to be generated. This also applies to tall grass.

I'm neutral on the matter. On one hand, it'd be nice to see some variation underground (and it'd help make landmarks for navigation), but on the other hand, it's interesting to see the underground as this barren, lifeless and hostile place. Even the Nether has friendly (well, usually) mobs.
It's also possible this is Works as Intended (as MC-9807 implies), but I find it odd as it's generating tall grass on a dirt (not grass) block.
Unsurprisingly, this carries on to 13w38c.

As far as I'm concerned, this is not related to MC-9807. As you can see from my screenshot, there is a lava lake nearby, and there's light behind my character. However, the light behind my character is from where I dug down and broke through, and the lava lake is too far away. The light level (bl and sl) on the dirt blocks containing grass is 0.
Light level aside, this should be considered unintended, even for MC-9807. Tall Grass and Double Tall Grass should only be generated on top of grass blocks, not dirt blocks.
This is partially intended as it's the worldgen doing this.
Just want to comment on this further. I found 2 poppies growing in complete darkness underground. Is this truly intended or will nearby (but obscured) lava allow growth in total darkness?
