confirmed, only when hitting mobs, the arm doesn't swing in third person
Can confirm. Am in first person, animation plays normally when not hitting anything, but doesn't show at all when hitting mobs.
May be caused by the 1.9.1 pre2 update:
This issue has been fixed in 1.9.1
