- Equip an armor with the Luck of the Sea enchantment.
- Restock the village merchant.
Expected result
The village merchant only sells common and rare items.
Actual result
The village merchant sells unique items when you equip armor with the Luck of the Sea enchantment.
Note: This probably also lets you get unique items from the mystery merchant, and increases the chances of getting a unique item from the luxury and piglin merchants.

Currently, finding Nimble Turtle Armor in merchants' offers seems to be a side effect of MCD-5972, rather than the armor being available for sale legitimately.
Both issues are currently being looked at.

I have also had that happen after a luck of the sea soggy cave run. Verson 1.11.1.0
Closing as this issue was resolved with the release of Echoing Void (1.10.1.0).
Changing resolution to Won’t Fix as this still occurs and Mojang has opted not to fix it.
