MCPE-115167Minecraft Soundtrack Exceeding Rare
During gameplay the soundtrack is exceeding rare. There are long stretches of just complete silence. I looked at the Minecraft wiki and it says, "If the player is not in the Nether and is currently in Creative mode, a random Creative track plays. If the player is not in Creative but is currently playing (i.e., not on the menu screen), a random general track plays. These tracks all play 10 to 20 minutes after any currently playing tracks are finished." It doesn't feel like 10 to 20 mins. On the old Minecraft console edition music was constant. I literally have to open Spotify just to play the Minecraft soundtrack while playing Minecraft because Minecraft just won't play it.

Have you installed the free music pack from the Marketplace?

Yes there is. It's by Minecraft. Search it on the marketplace and it shouldn't be hard to find.
The reporter is not on a mobile device, so there is no music pack to download. This report is also saying that the music plays too rarely, not that it's not playing at all.
