Rooted dirt cannot be tilled with a hoe if there is a block above it

Rooted dirt cannot be tilled with a hoe if there is a block above it. In Java Edition, it can be tilled, which is intentional per MC-226964.
Steps to Reproduce:
- Place a block of rooted dirt
- Place a block on top of the rooted dirt
- Use a hoe on the rooted dirt
Observed Results:
Nothing happens.
Expected Results:
The rooted dirt turns into a dirt block and drops roots.
