Mining Fatigue slows down mining speed of instantly-mineable blocks when holding down left-click
If a player with Mining Fatigue mines an instantly-mineable block by holding down left-click, the block is not mined instantly.
Steps to Reproduce:
- Place an instantly-mineable block such as grass in a line
- Type /effect @s mining_fatigue 9999 1 true in the chat
- Switch to Survival mode
- Mine the grass by holding down left-click
Observed Results:
The grass is not mined instantly and shows cracks.
Expected Results:
It should be mined instantly.

I found a way to break grass but it takes a bit longer.
According to the wiki grass breaks immediately. I am on windows now. But I found a way to break grass but it takes a bit longer. (Doesn't work to crops. I haven't tested to flowers, because I ran out of mining fatigue.)
Steps to reproduce:
- Get mining fatigue from a ocean temple/Do a command giving you mining fatigue effect for long enough.
- Find grass. If you did, still with mining fatigue, go a few blocks away from it, not too much.
- Walk to the grass, then left click it. This potion effect is overpowered.
Observed results
The grass shows cracks on him.
Expected results
It breaks instantly.

I cannot reproduce, at least as of 1.18.20.21.
This only happens when holding down left-click. I've updated the description.
Mining fatigue on the Xbox (using a controller and the right trigger) also is affecting blocks that should be mined instantly. Since holding in the right trigger is the only way one can mine anything on the Xbox, the references to it only happening when holding down left-click are meaningless. It happens 100% of the time on the Xbox. Tapping the right trigger makes no difference since the block does not break instantly.
