MCPE-180981Cooldown overlay on custom items is invisible

Cooldown texture on custom items is invisible.
How to reproduce this bug:
- Install the resoure pack and the behaviour pack I attached to this report ↓
- Enable them in your world.
- Take the ellis:book from creative inventory and use it with right mouse button.
I didn't add pack icons or localization, but i think it's not important.
p.s. before I updated to 1.20.80 there was no bug and i saw cooldown on my custom items as you can see it now on an ender pearl.

It remains to affect the game in 1.21.
Also affect ItemComponentUseEvent in script API
