When I create and edit a world with the new Create and Edit World screens enabled, the location of the Advanced section is inconsistent across the 2 screens.
Created Issue:
"Resource Packs" and "Behavior Packs" Options in the new edit world screen's direction is not same as the create world screen
I don't know when I edit the world and the dirrction goes wrong not the same as the create world screen.

Do you mean that the tabs are muddled up on the toolbar?
What exactly do you mean by "direction goes wrong"? Do you mean that the location of the "Advanced" section is inconsistent across the 2 screens? The 2 screenshots you provided are insufficient to understand what is the issue here.
