Creepers take no fall damage
A 33 block drop rarely causes fall damage to creepers.
No other mobs seem to experience this.
Recreating the issue is reasonably straight forward. But if the player is in close proximity to the "landing pad" (around 10 blocks ) it seems to occur far more frequently.

It appears that endermen do not take any fall damage while they are in an aggressive state (either chasing a player or endermite).
Confirmed they do appropriately take fall damage when in a passive state.
May be a duplicate of MCPE-19561 or MCPE-22219


Edit. Only occurs when the player is within close proximity and "viewable" by the creeper.
It seems the creeper must be able to "see" the player, before it makes impact.
When the player is separated from the creeper with glass, the creeper always meets it's natural demise, no matter the proximity.
Confirmed, added a test world also.
