Steps to Reproduce
1. Pick up any item or tool that is enchanted with two different Enchantments
2. Also take an anvil and place the Enchanted items in each slot. See the amount of XP requested
3. Now invert the slots that each Enchantment was
4. As you see the amount of XP increases even if the item has not yet been damaged
