My understanding is that it is "Works as Intended". You can drop from any distance and take no damage for water, but lava only reduces fall damage.
The Wiki seems to backup me: https://minecraft.gamepedia.com/Damage#Fall_damage
"Being in lava reduces fall distance by half each tick."
