This should be linked/merged with MCPE-45530. This ticket is marked as applicable to the beta but some are commenting on the current release. 1.11.0 pillagers were spawning almost too much. 1.11.1 they dramatically changed for many people.
It relates to MCPE-45530 and MCPE-44344. It is unknown if they are rare or just very very uncommon.
Same problem. I play on hard difficulty and have seen 5 different skeleton horse spawns within 24 hours but no illager patrols. I think that's a big problem.
Yeah forgot to mention I play on Hard survival only and I've had 5 Raids before the 1.11.1 update. Now it's just boring without this feature
Same thing on XB1X. There may be a bug where illager patrols spawn underground.
I will like to see them more frequently.
Pillagers can spawn in outposts not only patrols.

Same here. On release of 1.11.0 there were probably 5 in game days that passed... then illager patrols started spawning very regularly. I was a bit overwhelmed. Saw maybe 6 or 7 over a couple nights of gameplay. After 1.11.1 I haven't seen a patrol for 3 nights playing 4 hours each real world time. Ive left my base by over 1k blocks... visited 3 villages... nothing. I still get wandering traders spawning in my crops. And I did visit a pillager outpost and sure enough they were there.
I sorta want them back lol. Even though it did feel a little overwhelming at first. I could see turning down their spawn rate but at the moment it feels like they will never spawn as an illager patrol.
(Edit: Adding detail that I am running on Bedrock Windows 10... and I have been exclusively playing in a realm)

I like how this update was called the Village and Pillage update but has no pillaging. Lol

Was your experimental gameplay enabled? In the 1.11 catalog for minecraft.gamepedia for bedrock edition, it clearly say that pillagers are available through experimental gameplay...
No, and they were there before 1.11.1 so I don't think that's the issue
No here as well.. and i dont see where it says illager patrols are only available in experimental game play on the wiki for 1.11.0 or 1.11.1. Clearly 1.11.x was where they were no longer experimental.
Well I've played the Village part of the update when do I get to play the Pillage part???

MCPE-44344which explaining my latest findings. Patrol seems to be spawning as cave spawn more frequently than surface spawn.On XBox One Normal Play
Have not seen a single patrol since the one on the first day the update was dropped.
While I don't think this element should totally overwhelm a player I do think a spawn rate far greater than this is warranted (assuming this is not a but).
Don't think patrols should spawn below level 30 in a cave or mine, and not at night as there is enough bad guys during that time.
Right now it is moot as they are not spawning at all...
