MCPE-46115Skeleton can spawn on fences
On my survival world i found a skeleton spawner that a part of a mineshaft, i already light them all with torches and they're still couple of spawn particle pop out. Turn out they spawn on the mineshaft fences in the other side of the dungeon.

Spawners ignore normal spawning limitations, they'll even spawn mobs in mid-air. Only limited by light level.
