Drowned spawn at any light level
Drowned are spawning in my survival world on an ocean floor that is well-lit with sea pickles, jack-o-lanterns, and glowstone. I am trying to make a witch farm from a witch hut that is near an ocean. I have lit the ocean floor, but drowned continue to spawn. In the attached video you can clearly see drowned spawn within a few blocks of multiple light sources. The block they spawn on is 7 blocks from a Jack-o-lantern, 3 blocks from one full sea pickle colony, and 6 blocks from another full sea pickle colony.
This seems to be the same issue as MCCE-7893 but I did not see it reported for Bedrock. It relates to MCPE-34032.

I covered half of a large area with sea pickles and half with jack o'lanterns. Then I turned on mob spawning as I waited at one edge. No mobs spawned in the middle of either the sea pickles or the jack o'lanterns. However, they did spawn just inside the far edges of the area, near one of the lighting blocks. So in all cases where drowned spawned in bright light, they were only a few blocks away from a block where the light was dim.
I believe what's happening here is that after selecting a spawn block and checking it for light level, the game is slightly adjusting the spawn location for some reason, possibly to avoid spawning the drowned in a plant such as sea grass or kelp.. A second light level check is not done after adjusting the position, so the drowned spawns despite being right next to a light source.
This adjustment to the spawn position might be a bug, or it might be working as intended. If the developers say it's working as intended, you could work around this problem by extending your lighting a little farther out. To completely eliminate drowned spawns within an area, you need to light up 54 blocks outward from every point on the edge of that area.
