I’ve noticed drowned spinning like this recently too, but I did not notice which blocks cause it. I’ll comment again if I can get more detail.
Update: I've uploaded videos of fish and drowned spinning on lamps in a test area I created. It took 10-20 minutes for the fish to start doing it, for a while they were pathfinding just fine over grass and sea lamps. This seems to match MCPE-45922 but I have been seeing it a lot more with drowned since 1.14.
Edit: MCPE-58605 may be the first report for 1.14. MCPE-60497 also reports the same.
MCPE-58605, MCPE-60210 and MCPE-60497 are either new duplicate reports or else reporting an amplification of this bug in 1.14/1.14.1. I believe it is the latter because I have seen drowned spinning and briefly getting stuck when trying to swim since 1.14 too.
GoldenHelmet has noted an amplification in this and similar bugs in MCPE-45922 MCPE-60210 MCPE-58605 MCPE-60497
This might the same bug as
MCPE-60210. There seem to be alot of block types that fish and swimming drowned started spinning on since the 1.14 or 1.14.1 update.Edit: or maybe this is the same behavior reported in
