Soul sand next to ice/water slows/stops boat on top of ice/water

Steps to reproduce
- Build an ice boat track: 2 rows of packed/blue ice with full block sidewalls. OR use water in place of the ice to build a canal.
- Place soul sand to the side of the packed/blue ice or water, under the full block sidewall.
- Ride or push a boat down the track/canal.
Expected result
The boat moves down the track/canal without being affected by the soul sand.
Actual result
The soul sand slows a boat that is driven by a player, and stops a boat that is launched by a slime block + piston.
It completely negates the speed granted by the ice.

I bet it goes above the max speed a boat can go so it underflows and stops moving

The first issue you mention is being tracked at MCPE-81316. If you would like to add a vote and any extra information to the main ticket it would be appreciated.
I am not able to reproduce the issues (2) and (4) in your description in 1.14.60. However, I'm not sure I've understood your description. It would help if you could attach a screenshot of your setup. I also wonder if in (2) you might actually be experiencing MCPE-75647?
Possibly caused by the fix to MCPE-75647. I don't see why fixing that bug should cause this issue, though. I would think the code could differentiate between an entity that is in the block directly above soul sand, and an entity that is above but also 1-2 blocks off to the side.

That’s not the reason. You can use a boat right there, at the slowest speed, and it would do the same thing.
Check and see if you have soul sand next to your ice, under the netherrack wall, like this:

This bug may have the same underlying cause as
MCPE-48539, in which the boat extends the range of mele attacks for riders. In both cases the boat seems to influence interaction farther away than its collision box, hitbox, or visual size.Updated summary & description after confirming boats on water are also affected.
