Works As Intended. The blocks that make up the frame are only referred to as 'End Portal Frame' in the console editions. I reccomend checking the Minecraft Wiki prior to reporting an issue on the bugtracker, as what seems to be a bug to you may actually be intended.

I didn't realize this but it is actually intended
It was confirmed and assigned by a developer.
Cleaning up all old issues, please reply if still affects 0.12.x
