Im Sure everyone has heard of water elevator.
if you dont its where yo build a tower that has water flowing at the top surrounded by blocks on side but not the corners
so like this

This is a specific case of the carpet duplication glitch (which surprisingly hasn't been reported here yet but was all over the G+ 0.11 beta testing group).
General Case trying to place any color of carpet in any place where it cannot be placed causes a unit of white carpet to appear as an item and the "pop" item dropping noise plays but the unit of carpet in hand is not removed from the player's inventory. Thus the carpet is duplicated.
I expected no carpet to appear and your inventory not to change.
Examples of where you cannot place carpet: on any wall or ceiling surfaces more than 1 block above a horizontal surface, fences, doors, torches, window panes, etc.
Affects both survival and creative. See my first comment for the general case for this bug.

When you place carpet on the side of carpet in open air it will also duplicate into white carpet
