MCPE-94097Multiplayer While Offline
I specifically bought Minecraft for Windows 10 to play while on deployments between an Xbox, Switch, and a few PCs. I downloaded the bedrock server, set it up and everything worked fine while I was at home with an internet connection. When I and my friends tried to run this on deployment without an internet connection, the game refused to let us connect to our local dedicated server, even while we were all connected to the same network that normally worked while internet was available. Please fix this so that we may play multiplayer on our dedicated server offline.

Did you use the external IP to connect to the server? Or the local IP?
The server will likely need to be in Offline mode as well (in server.properties). I've not tried this myself so have no idea if it works or not. I know we have a BDS ticket that claims PS+/Live Gold are needed to even join a server on the local network so this may be a byproduct of that.
