Behavior Pack not working on Realms (but working well in a local world)
I created a Behavior Pack to remove spawn of specific mobs (zombie, witch, skeleton and others), allow to spiders, creepers and endermans to spawn.
Testing in a world created locally, this works very well. But in Realms is not working: zombies, witchs and skeletons stay spawning.
Only after 1.18.31 this problem appear, until the 1.18.30 versions worked properly. But is really strange that work in 1.18.31 local world, only in Realms not working.

Did you include the entire example behavior pack? It is recommended to only include the specific changes in your pack and not all of the example files.

No, I just used the .json files that I wanted to change. So, I'm attaching a copy of this behavior pack in this response.
But, for information, I downloaded the Realms world, and re-uploaded that in a new slot of the Realms (Bedrock version of Realms have three world slots), with the same behavior pack, and the behavior pack is working well in the new slot (zombies, skeletons, and others not spawning, that is I wanted). So it's looks more like a Realms problem than a behavior pack bug in the Minecraft Bedrock 1.18.31.
Other information is that I changed the behavior pack in this Realm World many, many times. But, whatever, Realms should execute correctly only the behavior pack active in the moment (according with the image below).
Although download and re-upload the world solved the problem, many Realms Servers can't do this, cause need to be online ever online, so I think that is interesting understand what happened to prevent to occur again with others.

The problem back on last version.
On a local world the Behavior pack works well, but on a Realm world, dont.

The problem was solved. Today I tried to enter the Realms, and works normally with the behavior pack.
Issue is still ongoing- when bp is in a local world its works fine- in realms it wont update the bp. It seems to either be running only the rp and not taking changes to the bp or the bp if conflicting with realms rejecting the bp. I was able to reproduce a similar effect in local world when the bp had manifest conflicts. I fixed the manifest issues reload the whole world with its attached bp to the realm and the realm will not work from the new bp. Its almost like realms holds bp and rp data cause even when i delete all bp locally the realms dont always have an issue. When I install all new bp and apply it to the realm or (the local world then reupload to realm) it wont take effect in realms. I thought maybe realms didnt want to let changes to player json or loot drops, but thats just a guess. It seems like realms is causing conflicts internally to prevent the packs from loading, and i wonder if this is also a reason why realms is causing some people to loop in their addon uploads. “though i DO NOT get the loop issue”

I too would like to chime on on this particular issue. I have had this problem for a couple of versions now that the behavior packs works fine on an offline world, but for some reason doesn't on my Realm. Even when forcing a re-upload by changing the version numbers. Tried resetting and everything. It is happening now on 1.19.83 but has been since the previous version as well. I didn't change anything on the behavior pack since january this year.

attached the affected Behavior Pack as requested. Without the Resource pack you obviously don't get most if any of the intended use but considering the RP is larger than 10MB, I can't attach it. Let me know if you need anything else.
As stated; everything works offline but on my realm it simply doesn't do anything while being enabled according to the Realm info page.

I am currently having this same issue, I have removed all of the excess files in my custom behavior pack but do not have any way to use it on my realm. When accessing the menu I do not see it listed, but the pack works perfectly on my non-realm worlds. It looks like this thread didn't find a solution but here's hoping someone out there solved this.
Edit: Got the issue solved
To fix it you literally need to just keep trying to upload it.
I made this post initially after suffering for 40 minutes, after another 30 it finally showed up with no changes made on my end. If you have this issue just walk away for a bit and cross your fingers! It will work after a bit.
