Are you sure the help page language is set to Japanese? You can check this by scrolling down to the site foot. Though on the Help center page you can no longer change your language due to
WEB-6162.Do you have all of the needed Japanese language packs installed on your device, and browser language set to Japanese?
From what I am experiencing, any language cannot be loaded, all redirect to en-us.
The Minecraft help site is mostly only available in English currently. The Contact Us page does support a few other languages present in the dropdown picker:
