I am using launcher version v.3.3.13-2.1.3. My issues seem similar to
MCL-12083, but since I am on a later version of the launcher than the resolved version (2.1.9322-2.1.9324) it seems like a new issue.
In the "installations" tab, when I create a new installation, if I select any version from the version menu, the selected version is discarded and instead it populates "latest release".
In the "installations" tab, if I select the "edit" drop down menu from the ellipses on an installation, it does not open the profile to edit.
In the "installations" tab, if I select the "duplicate" drop down menu from the ellipses on an installation, it does not duplicate the selected profile.
In the "Play" tab, if I try to switch installations, my selection is discarded and the installation originally at the top of the menu stays populated.
WORK AROUND: I can change the version by directly editing my ~/.minecraft/launcher_profiles.json to the desired version, name, etc. I can edit the "lastUsed" key to put my desired profile at the top of the list in the "play" tab.

Aside: lastUsed key does not seem to actually update based on usage. It stays at unix epoch time unless edited as specified in the workaround.
Seems like this might be the same symptoms as MCL-18387 &
MCL-23300.
