When enchantment table is at max power, items get few enchantments. On console and pc you would normally get 4 strong enchantments but on MCPE you get only 1-2. Rarely 3.
Steps to reproduce:
1. Place enchantment table
2. Create a surrounding wall of bookshelves 5x5x5x5 3 blocks high surrounding enchanting table.
3. Grab any enchantable item
