After doing a couple hundred swings on the target dummy with a 2x Radiance Whirlwind, it appears the chance is lower than 20% for Radiance to occur.
It also doesnt happen on hit but per swing, while with bows it happens per hit (e.g. harp crossbow with the soul arrows). Not sure if thats as intended.
I've actually run into this issue myself once. It happened after I downloaded and opened my saves on a different Switch system than I used before. The problem that occurred for me was that the game duplicated some of my equipped items, resulting in overuse of enchantment points. The solution is really easy, just disenchant the dupes.
Dont worry, you're no cheater, it's just a glitch.
Today, after many months of not having touched the Nitendo Switch version of the game, I decided to boot it up again to do some couch play on my main which I now have on the cloud.
I was really excited, right until I got into the game. The loading screens lag. The hub lags. The MAP lags. And then I got into Creepy Crypts. Wow.
Indoors it was manageable, but the moment I got outside the game was so choppy and abysmal in performance that it caused a headache ánd nausea. Something I've never experienced with any game before.
Mojang, really, do something about this. It's only a matter of time until some lawyer finds out about this and starts a class action suit, if that's what it takes.
I play MC:Dungeons on a Switch Lite and performance is all-around pretty terrible. A small selection of levels is playable, given you play singleplayer, but on most maps (especially when playing multiplayer, be it local or online) the performance is sickness-inducing.

@Warficzek Why do you assume everyone cheats? Maybe this guy just played for a load of hours.

I've made a feedback-post on the Minecraft Feedback site.
Perhaps give it a vote, maybe the devs will do something if it gains traction?

This bug seems to be present again, I just encountered it playing the Daily Trial in Creeper Woods.
