Villagers seem to be able to find jobs much more easily than they can lose them. Namely, they can detect workstations that are unreachable, but they cannot lose that job until they physically arrive at that workstation.
How to reproduce:
Villagers seem to be able to detect workstations that they cannot physically reach. For example, open up a creative world, create a 6 high pillar of stone, and place a workstation on top. Spawn a villager. It will take the job. Now destroy the workstation. The villager is unable to lose that job. If you build a staircase up to the top of the pillar, the villager will climb it and then lose their job.
Comments:
I don't know if this is intended, but it creates some rather annoying behavior. Namely, their detection range seems quite large, and I created some workstations in an area which the villagers aren't supposed to go and now those villagers are useless, because they are leveled up (can't change jobs) and I can't bring them to the area to see that their workstation is gone.
My suggestion is to make it so that when their workstations are destroyed then they automatically "lose" their job... mostly for selfish reasons, since I've already updated and I don't want to have to get rid of those villagers.

I also did the following: I would set the time to 8000, the villager would go to the pillar, walk away, and then I would set the time to 8000 again so the villager would check again. I did this 10 times and the villager still didn't lose his job. So it seems that if repeated attempts are required, the threshold is quite high.

Another really annoying scenario occurs when I'm not sure where the villager's workstation actually was. I suppose one could let them roam around until they find it, but this seems dangerous (for them...)

I have this bug. I run Ubuntu 18.04.2 LTS with graphics card Intel® UHD Graphics 620 (Kabylake GT2). Will try updating Ubuntu and see if it fixes it.
Confirmed for 1.14.1-pre2
To answer some questions: this happened again on a multiplayer server.
To those who experienced the bug while just standing afk:
One player was on the server afk, not anywhere close to me. When I joined the server, my whole area was dark. So it's not a local problem.
It was like that as soon as I logged in
A melon farm (with observers and pistons and minecart collection. Not a huge farm
I've only had it happen on servers.
Very far from spawn.
This bug happeed again on a server but there was some weird accompanying glitches. I'm not sure if it's the same bug but it happened at the same time as the lighting glitch.
1) Some random blocks disappeared: farmland, wooden slabs, terra cotta, wooden planks. See screenshots.
2) Lots of villagers are missing. Unclear whether they died or are glitched outsomehow. There's some weird behavior: some of the beds say they are occupied when they are clearly not. Also the remaining villagers cannot reproduce; they do not think there are extra beds. See screenshots.
3) Some signs were missing but then reappeared later.
@Tudur Emir Burrell: That's a nice procedure! It works a lot of the time. But – I noticed that if I teleport away and come back, it sometimes fixes the bug. Also, pressing F3, it seems that there is a discrepancy between the server and client lighting (singleplayer). The bug described here, as I tend to encounter it on multiplayer servers, usually has both server and client with the same bug. Do you have the same experience?
Confirmed for 1.14.1
This happened on our vanilla minecraft server after we did a reset according to instructions here (https://bugs.mojang.com/browse/MC-142134) to fix a lighting bug that has been recurring. One time some farmland and slabs went missing, as well as some signs and some villagers (note that we ruled our creeper explosion due to the nature of missing blocks). After another restart, the signs were back but not the rest. One other time, some item frames went missing.
Is it possible these two bugs are related?
This bug is reproducible, in 1.14.2-pre2.
Build a 2 high tunnel in the sky and place a boat in it. Make sure you are not "floating" in creative mode. Get in the boat. Exit the boat. You will phase through the ground and fall.
Now, make the floor 2 thick. Now when you exit you will be inside the floor (press F5 to see). If you jump, you will end up on top of the boat.
If the tunnel is 3 high you will end up on top of the boat regardless.
This behavior is surely a bug (even if ending up on top of the boat is intended)
Confirmed for 1.14.2-pre3
Still happening on 1.14.2. I know this isn't high priority, but I can upload a world where it happens frequently if needed,
Why do you think it was not resolved?
It's resolved for me. There is a separate issue with villagers, however. See: https://bugs.mojang.com/browse/MCPE-42912
