I am getting a similar issue in 1.16.1 that was not present in 1.16 however mine is the "null" texture for 4 of the advancements tabs. I am playing the Skyblock Evolution map, so yes it does have a data pack with custom advancements/tabs. In 1.16 the Advancement screen and tabs backgrounds were just fine with no issue until today when I noticed it. I am providing both crash reports: 1 using optifine pre2 and 1 without using optifine in which both have the same issue. Ok I tried to at least provide the crash reports but the attachments option is only allowing me to provide the picture that is already in the OP's post.
Your bot is a bit too sensitive and obviously only replied due to the first report and not the second. Neither the game, the launcher, and certainly not the server as it is not running on 1 is any way modded. So here is an additional crash report in a newly generated superflat world using the same data pack and embedded resources.zip file as the skyblock world that also has the "null" background in the advancement tabs. This issue was also reported for

I ran it WITH and WITHOUT optifine and both had the EXACT same issue but I will file the new bug report with the crash log file from a new test world just for this issue.
Can confirm that it still happens in 1.16.2 as well as 1.16.3, crash-2020-09-13_22.35.14-client.txt

Dracconis69 your issue seems like a different one; please file a new ticket.
Your first bug report says that you were running Optifine.
Dracconis69, please file a new ticket.

Can confirm that this issue is still present in all versions after the OP's reported versions. For creators trying to make a superflat void world for their Skyblock maps only regular mobs will spawn and Guardian Temples will not even spawn in.
Well hopefully someone will correct me if I am wrong, but if the blockstate is also determines how the blocks are to be rendered in the game and the model determines how the texture is rendered of the block then wouldn't creating a waterlogged model file for all the blocks that can be waterlogged solve the issue?
It is similar in that the behavior is the same but it is different in that instead of going to the exact same coords that you are in the nether it multiplies the coords by 8 like it would do if it were a nether portal. That bug tracker is for a 1:1 coord teleport from Nether to End. This issue is a 1:8 teleport Nether to End.
This is still different in that when this happens the Obsidian platform does not generate at the END teleported location either.
That bug is stating that if the player is at 16, Y, 16 in the nether and jumps in an End Portal they end up at 16, Y, 16 in the end, whereas this bug staring at the same coords in the Nether (16, Y, 16) and jump in an End Portal I am teleported to 128, Y, 128 in the End. So no it is not the same thing as the other bug.
Can confirm that this bug is back in 1.16.1 and occurs exactly as OP has stated.
I have added a sample of the full data pack along with its embedded resource pack that it calls the background texture from. I am also including the error that appears in the log file when you open the advancement window.
Dhranios, thank you for finding my mistake in the naming of the texture file (that did fix the issue I was having and I can't believe I missed it), however I have tried your suggested method for leaving out the "texture" in the root file and still got the same issue as before. Sometimes it just takes a second pair of eyes to find the mistake.
Can confirm this is still happening in 1.18 full release and possibly worse or different scenario than described, but I will provide screenshots of what I have experienced. All 3 screenshots show that the xp is being sucked up by hoppers going through blocks (such as bottom slabs, carpets, and trap doors).
