MisterSanderson, the screenshots you added have nothing to do with the reported bug. The bug I'm reporting here is about grass being placed on top of sand/gravel. Your screenshots show a bug about grass being placed off-center. As far as I've understood they're doing this on purpose to prevent grassy fields from looking the same all over the place. I agree this off-center grass could look better on edge-blocks, but please create a seperate bug for this.

Regarding the issue I described, what's the best way to add an affected version to a bug? By commenting or can we somehow propose changes to bugs?

This 'issue' has been in the game for a while yes, but it's not nearly as popular as
MC-2025for example. None of these opinions matter. The selection of which bugs to fix is solely up to Mojang/Microsoft. All you can do is vote on the issues you care deeply about. Use that mechanic instead of venting personal preference in the comments.This issue really depends on personal preferences; your type of usage, your mc world, your mc project. Not turning the view has the benefits of being able to orientate better while riding a minecart. Turning the view allows one to really enjoy the ride facing forward and force focus on certain areas.
Calling this a bug is of course a bit of a stretch. Why not simply determine what default 'we' would all prefer and suggest to Mojang to add an option, 'orientation view' or 'free view' in minecarts (with the default we suggest). The java community is for now still more hardcore in minecraft-land so an option could make sense.
