Skeletons actually have a melee mode that can be activated by using spawn events... And it doesn’t actually work. This definitely is not working as intended.

Travelling eight blocks in the overworld transfers you one in the nether, nether portals that spawn within a certain radius of each other are instead combined. I don't know the exact radius. How far away did you put the second nether portal?
I 100% agree that MCPE has very inconsistent redstone. For example, if you were to extend two pistons into the same block space, sometimes one would extend, and sometimes the other. And that is just one of many examples.
I think that this may be working as intended for now, but I don't know for sure.
