I think it got stuck
maybe it was trying to track something but just couldn't reach the target,so it got stuck at here and didn't despawn.
when diving in water with elytra opened,the swimming animation is kinda glitched so player can't dive deeper normally,instead they just keep swimming in same depth

I think it's because in 1.19.4 the elytra is always fully opened(which in 1.19.2 it doesn't,when you are diving down it close a bit.it only fully opened when you are swimming up)So maybe when you are trying to dive down in 1.19.4,the game still consider that you are still swimming up,which makes you unable to dive down.

it's not a duplicate!I'm very sure about that this glitch doesn't happen in 1.19.2

you can clearly see I can dive down normally in 1.19.2 but not in 23w07a
