I think it's because in 1.19.4 the elytra is always fully opened(which in 1.19.2 it doesn't,when you are diving down it close a bit.it only fully opened when you are swimming up)So maybe when you are trying to dive down in 1.19.4,the game still consider that you are still swimming up,which makes you unable to dive down.I don't know if it also affect swimming up with elytra opened

In Minecraft 1.21.4, holding the sprint key, pressing A or D, and finally pressing W would allow the player to sprint. In Minecraft snapshot 25w02a, this no longer occurs; instead, the player must press W first to sprint.
This change makes sprinting feel more sluggish and unresponsive compared to previous versions and feels unintended due to only being removed for one combination of key presses.
This issue is potentially caused by MC-260440, which was fixed in Minecraft snapshot 25w02a when the behavior started occurring.
I´m pretty sure this bug already existed in 23w07a, at least I´ve seen it in a Youtubers video
Confirmed. The reporter's 1.19.2 video shows the use of a modified client, but I can confirm, the same behavior is present in vanilla.
This also affects whether a player gets the Dolphin's Grace effect applied - previously if you entered water with an elytra activated, and went near a dolphin, it would give you Dolphin's Grace.
Now, if you do this, you have to touch the bottom (to deactivate the elytra) in order to get Dolphin's Grace.
This is a big pain for me with a dolphin's grace-based transportation system, because I often enter it from the air, and this bug makes it more fiddly to get going.

It's present in every version since the afformentioned 23w07a, including other snapshots, prereleases, release candidates, 1.19.4, 1.20, 1.20.1, 1.20.2, 1.20.3, 1.20.4, 1.20.5, 1.20.6, 1.21, 1.21.1, 1.21.2, and 1.21.3, meaning it has existed for numerous versions in a row.
This bug makes the elytra experience incohesive with swimming, even incompatible if you wish to use the word. I really hope this gets resolved at some point in the near future.
