The bug affects all textures, even the default MC textures, and the glitch is triggered by changing texture packs.
A workaround on Android devices is to clear Minecraft PE's cached memory.
Actually, this is incorrect. All that is required after changing packs is to close out of MC and reopen the game. This fixes the glitch until the next pack change.
And no, reinstalling Minecraft does not fix the bug.
