It is not a bug.
Every mobs facing Z+ when they spawn.
It also happens on th PC version.

Also confirmed on Android, and the same for lava. They are not avoiding any water and lava though they take damage in both (only when they are attacking players/endermites will they try to avoid liquid) ...
But on Minecraft Wiki it says "endermen avoid water since 0.12.1"
This also happens the other way round: while your hitbox can shrink to 0 by passing through the 2^n^ line from the smaller coordinates side, your hitbox can also expand by passing through it from the other side (I tested it by going slowly from 16384 to 16383 several times, and my hitbox eventually became larger than 10 blocks). So maybe an always fixed hitbox size is better.
I have this z-fighting issue too. So annoying!
I can recall that while I was playing 1.14.1 with some other players (jn my local world; they joined via Xbox invite), the exactly same thing happened to me (the gateway was usable at first, but it got broken after some time), and we had to re-summon the dragon to get a new usable gateway, and the newer gateways never breaks like that (but I don't know if that was because we did not use it for many times). Don't know if this is the same in 1.16.

Since villages only naturally generate water cauldrons this has also made leatherworker villagers unable to spawn naturally (or they immediately lose their profession upon generation).
Tested on 1.17.10 and found the bug still there, and was inconsistent: while the gateway gets cut by the chunk border, sometimes it is completely generated but sometimes not; some part beyond chunk boundary (in this case, corner of the chunk so this gateway is next to two chunk borders) will be missing randomly.
I have updated the descriptions to comply with the given example style.
For me this doesn't seem to happen in 1.19.4, it's all 1.20, and I have to press F3+A to reload constantly when I'm flying with an elytra
