Cartographers don't unlock correctly in the End/Nether
Cartographers, if they are in the end or nether, refuse to give maps to water temples or wood mansions. They get stuck at the map trade. I have traded with two of them for a long time without any of them unlocking past the blank map trade.

Having looked into this a bit further, trading with a cartographer villager in the Nether or the End dimension will allow the player to receive an Ocean or Woodland Mansion explorer map, but these maps will just show the end or nether dimension, and don't function in the overworld. Those received in the nether also have a spinning player locator icon.
Just for reference, in the Java edition, villagers in the Nether or the End will not generate these explorer maps. (In fact, these villagers spawned in the nether will never generate explorer maps, even if moved to the overworld - MC-108155)
I think it's WAI as there is no Ocean Monument or Mansion to make exploration maps for in the End (or Nether).
Keeping it open, as it can be changed to make the villager look in overworld only.
(PS: same applies to classic superflat, which I can understand, as it has no mansions/monuments)
can confirm this does also happen in the nether.
Wouldn't it be interesting if a cartographer in the Nether would offer maps for Bastion Remnants now?
