Is it possible that you tried to extend the piston out of the world? If so, it works as intended - no blocks (not even piston arms) are allowed outside of the world.
no it was horizontal but at bedrocks height and it didnt work, cause i know that nothing goes out off the world even water, lava, piston arms etc.
This is intentional.
why?
You were trying to push bedrock?
Why is it intentional? To make it clearer, I can confirm that a piston on the last layer of the world facing horizontally with nothing in front of it will not trigger when redstone is activated.
This is not "works as intended", this is a bug. It was fixed in the 1.8 snapshots.
