I think this is not a bug
Update notes for 12w36a only say "seeds" and do not specify a certain type of seeds in the notes. This appears to be intentional.

Reopening as I've found an inconsistency that you can breed chickens with melon and pumpkin seeds but not lure them.
should crossbreeding with melon and pumpkin seeds be allowed?
