Selector argument values beginning with "!" show an error despite them being a valid prefix
To reproduce:
1. Type /tell @a[gamemode=
2. Observe that some of the suggestions begin with "!"
3. Append a "!"
4. The error appears, see attached screenshot. It will only go away after you've typed out the complete gamemode manually.

Fixed in 1.13-pre5 (along with
MC-124990andMC-126136, that have already been set to "fixed". I guess this one not being set to "fixed" as well is only a little oversight ?)
