Render chunks consistently not updating
This specific area in my world consistently has an issue of render chunks not updating upon spawn, and the effected chunks vary based on where in that area the player spawns. For example, if in the village, the plains and water on the other side of the hill do not render, but if in the plains or water, the village area does not render. Manually updating the chunks (by breaking a block) temporarily causes the chunks to load, but it resets each time the world is loaded. This didn’t originally happen when I first stumbled upon this area (don’t remember when that happened), but the first screenshot I took of the bug was on March 13.

I believe this is what's happening in my world for at least the last few versions, and it's still happening with 1.13-pre1. If I fly over to the affected area, things get real interesting and it's always this same area that's affected. I'll add a screenshot and video.

I put these comments in bug MC-129831 but it's marked as a dupe of this one. I'm not sure if this is the same exact issue (this one is so old) but I'll let you guys sort it out. Also, this bug description says it happens in creative but it's both modes for me.
